At each run, due RETRY_WAIT rows are promoted to READY while future retries remain waiting; the worker then drains every READY VIN without a run-wide VIN cap and processes one VIN at a time. Each VIN is limited to three browser attempts before guarded deferral. Work-item age is historical; the separate seven-day clock begins only when a VIN enters an unresolved episode.
Dedicated twice-daily discovery across both Priority sites. A shared VIN can appear under both locations but remains one canonical listing and one market-count vehicle.
